WHY:              1.  To learn more about the recently adopted Cheesman Park Master Plan.

                        2.  To learn more about what is proposed for Civic Center Park.  

3.  To elect Neighborhood Delegates to serve on the CHUN Board of Delegates.

4.  To discuss other items of interests to the neighborhood.                   

 

The long-awaited Cheesman Park Master Plan was recently approved by the Parks and Recreation Advisory Board, and if there is an affirmative vote on the applicable Bond Initiative, then implementation will follow.

 

Denver Parks Planner Pam Schooley will be present at the meeting to explain the Cheesman Park Master Plan and to talk about what we can anticipate happening next.  Come join in a discussion about Cheesman Park with your neighbors.

 

Also, a lot is happening regarding Civic Center Park.  Come learn the latest about the proposal to locate the new Colorado History Museum there, and what CHUN thinks about it.

 

In addition, two Neighborhood Delegates will be elected to serve on the Board of Delegates for Capitol Hill United Neighborhoods (CHUN) from both Neighborhoods 5 and 6.  Come learn more about CHUN, and about other issues in our neighborhood.

The Tears-McFarlane House is at Williams and 13th Avenue on the North side of Cheesman Park.  Parking is limited at the building but street parking is plentiful on 13th Avenue (going west) and 12th Avenue within Cheesman Park (going east).

 

The RTD Bus stop for #10 route is in Cheesman Park and close to the Tears-McFarlane House.

Inter-Neighborhood Cooperation and Capitol Hill United Neighborhoods, Inc. are co-sponsoring a meeting with Stephanie O’Malley, the Denver Director of Excise and Licenses:

The purposes of the meeting are:

1) To discuss the effectiveness of enforcement against bad liquor licenses in the last few months since our January meeting with Ms. O’Malley. If you have specific instances of recent violations, bring specific information.

2) To have Ms. O’Malley tell neighborhood groups what the Department will and will not allow concerning conditions to be placed on licenses and/or agreements/contracts between applicants and neighborhood groups. Should an ordinance be sponsored which could authorize conditions on licenses?

3) To have Ms. O’Malley report the progress of the Liquor Task Force, which has had four meetings in the last few months.

2004 People's Fair Image Contest Entries now on Display

Entries are rolling in for this year’s CHUN Capitol Hill People’s Fair Image Contest. Artists from around the metro area entered the contest in hopes their submission will capture the eye of the judges and allow them to take home the $500 grand prize.

The artists used mediums such as acrylic paint, crayons, markers, graphic art, stencil, and 3-D imaging to express the diverse and festive atmosphere of the People’s Fair. Beginning Friday, January 30th until February 21st, all images will be on display at Goodfriends Restaurant located at 3100 E. Colfax Ave., at St. Paul St., 303-399-1751. There is a $500 grand prize, $200 to second place, and $100 to third place. A People’s Choice Award will go to the entry that receives the most votes from the public. The overall winning image will be the official logo for the 2004 Fair and will be displayed on all media ads, event t-shirts and souvenirs. The winning entry will; capture the spirit of the People’s Fair, suggest a celebration of spring, and represent Denver’s diversity. The prizes will be presented at the Awards Ceremony on Saturday, February 21st from 2:00 pm to 4:00 pm at Goodfriends Restaurant.

This is the last opportunity for input into the final plan. Feedback and questions are encouraged by all who work, live, and play in Denver.

A copy of the draft Pedestrian Master Plan is now available for public review and feedback. The Pedestrian Master Plan is a citywide plan developed as a recommendation of Blueprint Denver. The goal of the Plan is to establish a mobility system that will encourage and enhance alternative modes of transportation, i.e., walking, biking and transit, within Denver. The Plan has identified a pedestrian route network in coordination with the Parks and Recreations Department's Green Streets, and developed specific policies related to pedestrian mobility.The Plan is expected to be adopted by the end of 2003.

COLFAX REDEVELOPMENT
UPDATE MEETING FOR RESIDENTS AND NEIGHBORS

For over a year, several representatives from CHUN, along with “stakeholders” from other various neighborhood and business groups along East Colfax from Grant Street to Colorado Blvd., have been meeting to discuss a “plan” for the redevelopment of the “Colfax Corridor.” The process is not over, but issues are starting to emerge that should be communicated to all neighbors. The end result of the plan could be the re-zoning of a significant portion of our neighborhood, so the stakes are high.

Your CHUN representatives in this process want your thoughts and ideas on these and other issues NOW while discussions are still underway. Therefore, please attend the following meeting to discuss this matter.

Here are some of the issues that are being discussed:

BOUNDARIES – At one point the re-zoning of everything between 14th and 16th Avenues was proposed. That has now been scaled back so that east of Columbine Street only the zoning for the existing strip of “B-4” businesses would be changed, but west of Columbine the proposal still extends north all the way to 16th Avenue and 200 feet south of Colfax. This has been the hot issue during discussions!
DENSITY – The existing “B-4” zoning for businesses along Colfax allows a “floor-area-ratio” of 2:1. Increasing that and thus allowing greater density of development along Colfax is definitely being contemplated.
PARKING – Reduced parking requirements for developments along Colfax are possibly in the works.
HEIGHT LIMITS – Increasing allowable density could mean significantly higher buildings. While various approaches to control height have been discussed, no final solution has yet emerged.
HISTORIC RESOURCES – Changing the zoning rules to allow greater development could also threaten the existing charm and historic character that still exists along much of Colfax. How to protect the historic character is still unclear.
