CHUN receives District 10 Community Benefit Grant!

Picture
On behalf of Capitol Hill United Neighborhoods (CHUN), we extend our heartfelt gratitude to Councilman Chris Hinds and District 10 for awarding us the Perfect 10 Community Benefit Grant. This generous support will empower us to collaborate with Alpha Kappa Alpha Sorority, Inc., Epsilon Nu Omega Chapter, to host monthly food distributions for youth and families in our community.
With the help of dedicated volunteers, we will collect, sort, and distribute essential items to those in need, ensuring access to nutritious meals for vulnerable residents. This initiative not only addresses food insecurity but also strengthens community bonds and improves quality of life for many.
Thank you for your commitment to fostering a stronger, healthier, and more connected District 10!

Civic Center Park: a look back and ahead

Picture
Civic Center is a complex of parks, civic buildings, and cultural institutions stretching between
the State Capitol (1908) and the City and County Building (1932) and it is the centerpiece of
Denver. Its beginnings started in stages from the 1890s to the 1930s, and it was named a U.S.
Historic Landmark in 2012.
Civic Center Park serves as the green anchor between the State Capitol and City and County
Building, adjacent to the Denver Art Museum and the Denver Public Library. The Ralph L. Carr
Colorado Judicial Center and the Colorado Veterans Monument in Lincoln Park are located
nearby, as are the tall buildings of downtown Denver with streets angled on the historic Auraria
grid that parallels Cherry Creek. In 1868, just after Denver was named territorial capital, Henry
C. Brown donated land for the Colorado State Capitol with plans to build a residential
development to the east called Capitol Hill. Brown’s vision was realized with traditional
directional streets, which created an awkward divergence between downtown and the rest of
Denver.
Civic centers in Denver and other American cities were inspired by the 1893 World’s Fair in
Chicago and the planning involved in the National Mall in Washington D.C. It was Edward H.
Bennett’s plan presented in 1917 that ultimately manifested Mayor Speer’s City Beautiful vision
into the design of Civic Center Park that exists today.
Bennet envisioned an open-air Greek Theater meant for large outdoor events and entertainment
that could seat up to 1,200 spectators. The theater was framed by a 210-foot semicircular
Colonnade, with historical murals by Allen True on its interior walls. The whole structure was
completed in 1919. At the northern end of the park, the Voorhies Memorial Gateway serves as a
grand entrance to the park from the city that was completed in 1921. Colonnades extend toward
the park from both sides of a central arch, framed by reflecting pools with two bronze sea lion
fountains.
The current Denver City and County Building was completed in 1932 and marked the realization
of Civic Center’s major period of development. Prior to the new building, city operations were in
the City Hall at 14 th and Larimer, where the old bell stands today as a reminder of simpler days.
Denverites appreciate the grand neoclassical building facing Civic Center Park from the west
that is lighted during the holidays and for major celebration as it looks across to the State
Capitol.
Preparing for the future
As the Registered Neighborhood organization representing Greater Capitol Hill Denver since
1969, Capitol Hill United Neighborhoods (CHUN) has strong ties to the proposed Civic Center
Park renovation that was discussed at the Landmark Commission meeting on November 19.

We are supportive of the proposed investment in the park with careful consideration to its
potential use and its history.
In 1974, CHUN took responsibility for running a relatively modest event called the Capitol Hill
People’s Fair, which had been coordinated by the Police Storefront & Community Services
Committee. Under the direction of CHUN, the People’s Fair grew into a major citywide event
that moved to Civic Center Park. Between the years of 1977-2018, the People’s Fair drew
hundreds of thousands of people to this central location for its annual spring celebration of
urban living.
CHUN sent a letter to the Landmark Commission agreeing in principle to the need for this
renovation to be considered. Civic Center Park needs to be the well maintained and vital
centerpiece of our city’s surrounding cultural institutions. Our hope is that the park will be
revitalized as a wonderful place for people to gather with added features and greater
accessibility.

ADUs will soon be allowed citywide!

Picture
As part of the city’s ongoing effort to expand housing availability and choice while helping drive down costs, the Denver City Council on Monday, November 18, passed the Citywide Accessory Dwelling Units (ADUs) measure to allow ADUs in all residential areas of the city. Following recommendations from Blueprint Denver, the city's land use and transportation plan, the measure updates the Denver Zoning Code, zoning map, and Former Chapter 59 zoning to allow accessory dwelling units (ADUs) in all residential areas of the city. This allows ADUs on 70% of Denver’s land, compared to 36% before this measure passed. The measure goes into effect on December 16.

Denver cancels Five Points Jazz Festival in favor of grant program

Picture
The Five Points Jazz Festival — an iconic annual music event in Denver’s historically Black neighborhood — has played its last note.

Denver Arts & Venues, which organizes the event each year, announced Thursday that the festival will be replaced by a “fund to provide local, year-round programming that honors the history of jazz in Denver’s historic Five Points neighborhood.”

The Five Points Business Improvement District and the office of Councilman Darrell Watson, who represents Five Points, will work with DAV to distribute $225,000 to “businesses, nonprofits and creatives that present jazz and jazz-related programs,” according to the news release.
“Our neighborhood was once known as the ‘Harlem of the West’ and our history continues to be written,” said Norman Harris, executive director of the Five Points Business Improvement District.
“This fund will help support businesses that truly appreciate the art form and what it has done in our community.”

The fund is called the Five Points Jazz Activation Fund. Grant applications will open in early 2025, according to the city.

Lyft E-Bike and E-Scooter Operations in Denver Transitioning to Bird

Picture
The City and County of Denver, Lyft, Inc. (Lyft), and Bird announced that Lyft will transfer its shared e-bike and e-scooter license and all its requirements to Bird, as Lyft narrows its product portfolio and discontinues operation of standalone dockless bikes and scooters. Bird will begin day-to-day operations in Denver in December. Both this License Agreement and the other existing agreement with Lime expire in May 2026.

After the transition, riders will be able to rent Bird-operated e-bikes and e-scooters through both the Lyft and Bird apps. Additionally, the 115+ parking corrals deployed by Lyft will remain deployed and be integrated into Bird’s operations.
As part of the transition, Bird is working with Denver’s Department of Transportation and Infrastructure (DOTI) to ensure there are no service disruptions for riders as part of this change. Existing Lyft Community Pass members will be transitioned to Bird’s Access program, which will have the same pricing structure of $3 per month, with free unlocks and $.05/min trip fees. Additionally, members of Lyft’s “5280” membership program will be provided an opportunity to join Bird’s “5280” membership program.
