Make Sidewalks Safe Again: Denver Sidewalk Program Starts in Capitol Hill United Neighborhoods' BoundariesBy Mark Cossin, VP Neighborhood Engagement Denver's Department of Public Works is beginng a program to address sidewalks citywide that are damaged, uneven, or sloping excessively. The goal is to ensure the city has a well-maintained sidewalk network and better conditions for traveling. Councilman Wayne New hosted a briefing for registered neighborhood organization leaders on July 24 at CHUN's Tears-McFarlane House. The program is targeting Capitol Hill - Region one - first among 11 regions within the city limits; Region one is bounded by Broadway, 20th Ave, Downing St., and Alameda Ave. This includes North Capitol Hill, Capitol Hill, and the Speer neighborhoods. Inspections will begin in Section 1 of Region 1 beginning mid-August. City inspectors will issue notices to property owners and also mail a copy to the property owners. Letters to section 1 property owners were mailed this week. More information and a map is available at www.denvergov.org/sidewalkrepair The city is now authorizing lower cost repair methods such as grinding, which in the past was not allowed. The program addresses existing sidewalks that present a hazard to members of the public. The program does not address missing sidewalks or gaps in sidewalks. This is a separate issue that is being addressed by the city's sidewalk 'gap' program. Repair crews are expected to begin repair work 45 days after notices are issued. (This was a point of contention among RNO leaders who felt it was not enough time to schedule and complete the necessary work). CHUN-WalkDenver Traffic Calming Pop-up Event UpdateDue to permitting questions, the 13th Avenue pop-up traffic calming event scheduled for August 25 may be postponed. Stay tuned for more information. Jim Peiker's new book about the history of the Castle Marne and Capitol Hill will, he hopes, have been published and will be available for purchase for $24.95 + sales tax. It will make a great holiday gift. Jim and the Peiker family also invite committee members for the 30th anniversary of their proprietorship of the Castle Marne on Colorado Day - August 1 from 4-7pm with refreshments and entertainment. The Historic Preservation Committee is responsible for numerous historic districts as well as individually designated homes and buildings. The Committee has been active for more than 20 years and still meets the 4th Monday of every month at 7PM at Castle Marne (1572 Race St.); The public is welcome. Please note that parking is limited. There are a few spaces available immediately east of the Castle on the other side of the alley. The Scooters and E-Bikes Are Back Denver Public Works introduced guidelines around establishment of a new Dockless Mobility Pilot Permit Program on June 29 and has been reviewing applications for permits. The companies listed below have been approved for permits for dockless scooters and bikes per the information the companies provided in their permit applications, we are anticipating these timelines for deployment. Note: other applications in the bike category are still under review. Denver is excited to test these new mobility options and determine if the pilot is meeting the City’s intent to enhance the use of transit and bus service throughout the city, provide people with more choices in how they move around town, and reduce single occupancy vehicle trips. The public can share input, feedback, and observations about the program by emailing [email protected]. More helpful information for utilizing dockless mobility options: Current City and County of Denver Ordinance and State Law classifies e-scooters as “toy vehicles” and requires them to operate on the sidewalk. They are currently prohibited from riding in the roadway or in bicycle lanes. Riders are urged to watch speeds and yield to pedestrians at all times. City Staff are reviewing existing ordinance language to understand whether changes to the existing regulations should be proposed. Users are asked to return dockless scooters and bikes to bus stops or transit stops and operators will be required to continuously rebalance the vehicles to these locations. City staff will be closely monitoring the program following the launch to understand any adjustments that need to be made to the pilot as well as determine where painted dockless parking areas are needed to provide additional parking direction to users. These painted boxes will likely be installed starting in late August. Dockless vehicles parked in the public right of way at transit and bus stops by users or operator staff must follow the following guidelines:
Gotta Dog? Need a Place to Run? Now Read This  Denver Parks & Recreation (DPR) is in the process of implementing a “technical update” to its current Dog Park Master Plan, which was completed in 2010. Currently, there are more than 50,000 dogs registered in the City and County of Denver and 12 designated off-leash dog parks. Much like Denver’s human population growth, it’s expected that the number of dogs will continue to increase. The term “technical update” is used to describe the re-examination of an existing plan. After almost 10 years of use and changing city demographics, Denver’s 2010 Dog Park Master Plan is now outdated. Take the dog park survey now! | (https://www.surveymonkey.com/r/denverdogs) Parks & Rec Playing Fields Permit Policy Hearing The Department of Parks and Recreation has proposed revisions to the Parks and Recreation Athletic Fields Permitting Policy. The intent of the proposed revisions is to update the current system for how permitting in DPR is fulfilled, how requests are prioritized, state the regulations and allowable use for permittees, permittable hours and dates, and consequences for policy violations. The Parks and Recreation Advisory Board will hear public comments on this revised policy on August 8, 2018 at 5:30 pm at the regular meeting of the Parks and Recreation Advisory Board, held at the Wellington Webb Municipal Building, located at 201 W. Colfax Ave., Room 4.F.6. A copy of the Athletic Fields Permitting Policy, as modified, is on file with the Manager of Parks and Recreation and accessible through the Denver Parks and Recreation website. How is the new recreation center working out for you? The Carla Madison Recreation Center opened in January 2018. Denver Parks and Recreation’s planning, design and construction team wants to know how you thought this process went (all neighborhood organizations within 2 miles of the center were included in this email). Please take the Carla Madison Recreation Center Post-Construction Survey and pass it on to your neighbors!  31st Annual AIDS Walk & Festival Is in Cheesman Park The 31st annual AIDS Walk and Festival is scheduled for Saturday August 18 in Cheesman Park. Our focus this year at the Festival & Walk is Health and Wellness. AIDS Walk Colorado is the oldest one-day HIV/AIDS fundraising and awareness event in the Rocky Mountain Region. The event raises funds each year to benefit Colorado Health Network– along with nearly a dozen other outstanding HIV/AIDS organizations throughout the state. This year’s Partner Agencies include the Denver LGBT Commission, Children's Hospital - Immunodeficiency Program (CHIP), Boulder County AIDS Project , Del Norte's Chesney-Kleinjohn Apartments, Denver Health & Denver Public Health, HIV Care Link, PFLAG Denver, Telluride AIDS Benefit, The Empowerment Program: Women's AIDS Project, Treatment Educat10n Network, CU Anschutz Medical Campus Addition Research & Treatment Services (ARTS), and Clinica Tepeyac. A major change in this year’s benefit is that the Walk and Race both will be contained inside the park property and not traveling into the adjoining streets. Unfortunately the Police Department does not have the staff to adequately man the streets, due to the Colorado Bicycle Classic and the evening Denver Bronco Pre-season Football game. Get more info here. Attend the Uptown Sampler  Should You Sign on the Dotted Line for an Issue? Petitioners are out in force asking for signatures on several different issues. It’s important to remember that signing a petition does not necessarily mean that you support the issue set forth in the petition language. All your signature supports is putting the issue on the ballot for voters to decide in the November election. There is an August 6 deadline for all of the petitions to have the required number of signatures and be turned in for validation. In order for your signature to be counted, you must be registered to vote. CHUN encourages all eligible voters to register to vote. If you’re not registered, do it now. It’s an easy online process.
